[1.1 Royality] Stellarch from the Quest Royal Ascent came naked

What happened?
When i started the quest Royal Ascent, the Stellarch that came was nude. He wasnt a Nudist.
All he had was his weapon.

What i expected to happen?
Stellarch comes with appropiate clothing for his rank

Save File: the save file is from before the quest is started. everytime i start it he comes naked.

This happened to me as well. The only thing I can think of is he generates his clothes from the 'anything' category. At the time of quest generation. When I had it as normal they came clothed, afterwords(when I cleared it out all options from the category), not so much.
