[1.1] Recon Helmet - Set Bonus with Recon Armor

Because powered armor helmets do not give you a speed debuff it's usually meta to wear the heaviest helmet because it will not slow you down. This makes the Recon Helmet very unattractive compared to the others, but Recon Armor is always something to consider.

How about adding a set bonus to grant +.20 move speed if you have the Recon Helmet with Recon Armor? I think this would fit the lore nicely.
