This idea might sound a bit over the top, but it could actually work out quite well.

What if the devs just add a menu which allows you to change any value in the game? Yes, ANY value.

Now you're thinking, but would this not render a lot of mods obsolete? Well, perhaps, and I'm also not saying this is is an easy update, it probably requires a fair bit of work, but when it's implemented correctly it does not only make the game extremely more modular, which is a good thing if you ask me. It also gives modders a lot more time to focus on adding new things to the game instead of doing minor balance tweaks.
