Hi,
at first before you look at your hardware, you should look at Rimworld itself.
Enable Developer Mode at the Options.
The top left icon open the log window.
Check if you got errors, special repeating errors slow down the game performance.
If you got errors, check the log window after your started Rimworld before you load a safegame.
Do you have error's after the Rimworld start ?
When you got error, that's bad try to adjust your modlist so you got no errors.
Mosttimes disabling all mods and slowly activate them at small batches with 5-10 mods are the best way.

Once you know what mods cause the problems, look for updates, check the mod discussion, ask the mod author.

Ok,
since you use an older GPU, when did you update the driver the last time ?
That maybe could increase the performace a bit too.

About the game, what map size do you use ?
Normaly below 12 pawns and around 30 animals shouldn't be a problem.
But when you play on large or xlarge maps the performace can drop dramatic.
Same for animals, if you got 100+ animals, special when anymal need to look for food, the performace can drop too.
