I read in the thread  [1.1.2589] guests not spawing in the bug forum that this bug has been fixed but I still have version 1.1.2589 rev 730 from gog.com and I am still getting this bug. what can I do so I can get past this game breaking bug?

Turns out that the quest will remain broken so I have got the latest version.
