Repeatedly releasing prisoners gives positive mood effects

1. What the circumstances were.

Repeatedly releasing and arresting prisoners by forcing the task on one of my high social skill pawn for the 100% arrest chance.

2. What happened.

All of my colonists are getting positive mood effect, that is up to  - Released prisoner x5 : +6 positive mood effect.

3. What you expected to happen.

Getting no positive mood effect if you release the prisoner repeatedly, some sort of cooldown.

4. Steps we can follow to make the bug appear on our machine. This part is important! We need a set of steps which we can follow to get the same results you're seeing. Ideally you'll test these steps to make sure they work from scratch.

Try to release and arrest the prisoner repeatedly.
