[1.1.2618] Speech from the Throne without someone speaking

I think this might be a bug.

I told my leader (a baron) to hold a speech from the throne. At the same time, I gave an order to form a caravan with my baron included in it.

This resulted in all my pawns standing in front of the empty throne, "listening to the speech", while my baron was loading the items for the caravan at the same time. Even if he wasn't in the throne room, the speech suceeded and everyone got the mood buff.

Not a big deal but something you might want to adress
