[1.1.2654] Failing a monument quest doesn't trigger penalty

I got a quest from the Empire to build a monument for +12 royal favor, with the penalty for not defending it (for 53 days!) being 4 manhunter bears. When I finished the monument I got the royal favor and the psylink, then I added a bed to make it a new bedroom for a pawn. When the 24 hour countdown finished, instead of releasing the bears it gave me a new monument marker. I placed the new marker and built the same monument, and again upon completion of the second monument I received another 12 royal favor and another psylink drop pod.

Trying a third time yielded the same result, quest completed again and rewarded. Pretty sure the problem is the monument marker being dropped again when you 'destroy' the monument.
