[1.1.2654] Rebel Psycaster now not possible

If I choose to rebel against the empire, after the 2 recovered neuroformers you get from the defector quest, it's not possible to get anymore since they are now not available from traders and they are never offered as quest rewards.

It effectively stops the whole purpose of the DLC. 
Psycasts are now unavailable unless using the tribal method. Is this working as designed?

There should be 1 guaranteed neuroformer quest reward per every 60 days. It looks like there's a bug, could you please upload your savefile so we can check why you don't get any neuroformer rewards? Thanks.
