Why can't the game see my translation?

I am trying to add a Russian translation for the Simple sidearms mod. I used RimTrans to extract the language files. But whatever key I edit in the file ...\Languages\Russian\Keyed\Russian.xml, the game will still have the original English. Please help who knows.
