Calling shuttle (Royalty permit) during caravan

So apparently my praetor can call a free shuttle during caravan, but when I did call for one it just says that the shuttle has arrived but nothing happened after that

What game version are you using?  This was addressed in 1.2.2732, let me know if you still have this issue at that version.
