I assume he's with the Empire, but what rank? He isn't wearing a hat. He almost looks like a storyteller, but he doesn't show up among the other narrators. Is he someone specific? Is he Tynan? Is he just some random glitterworld aristocrat unworthy of this much attention? WHO IS HE?!?!

I'm more concerned with the incorrect perspective on this one shirt-thing. The angle it's at would work on the top of his right shoulder, but it's on his front. The circular face should be facing towards the viewer.
