Can't attach vanilla arm to shoulder

I have a fairly stable modpack I've been playing on for a while, but lately I noticed that I can't seem to attach a vanilla arm to a colonist with a missing shoulder. My colonist has a steel arm and I can't replace it. I can remove the steel arm, and his shoulder is Cut Off, but the arm does not appear as a valid replacement. I can attach a Questionable Ethics Enhanced arm, but the vanilla will only attach to somebody who is missing his arm, not his shoulder.

I remember reading about this back in the day as a vanilla issue, but IIRC it was patched out many moons ago.

Update! I have discovered that this is not a vanilla arm (and those aren't a thing) and that this is an EPOE arm. I would think that would have been addressed in such a mainstream mod. Is anybody else familiar with this issue?

You sure it is EPoE fault ?
I didn't used it since awhile but i don't think it allow you to transplant normal limbs only protestic.
You should ask that at the mod discussion.
Do you got a mod maybe that allow you to harvest limbs ?
