Empire Faction Goodwill bug or nah ?

I got to -100 goodwill and went hostile with the empire faction in the beginning. Because the usual fleeing noble got killed by a cat. After that i got multiple quest that reward me 80-100 goodwill, i completed them and the empire's goodwill still stuck at -100. I even got into Dev mode, went to the com console and debug +10 goodwill , it doesn't work, it just stuck at -100. I tried on other faction and there's no problem at all, just the Empire faction. Is it programed to be like this or it's a bug/mod conflicts?
