[1.2.2753] Wake-up and go-juice do not cause tolerance

When reporting a bug, please include:

1. What the circumstances were.

Using the DRM-free version of the game downloaded from my provided with purchase sendowl link.

Note: I am using mods, but this is present in the core game files, without any mods touching either drug.

2. What happened.

I noticed that pawns were not developing tolerances to either wake-up or go-juice when said drugs are consumed.

3. What you expected to happen.

Wake-up and Go-juice develop drug tolerance when said drugs are consumed.

4. Steps we can follow to make the bug appear on our machine. This part is important! We need a set of steps which we can follow to get the same results you're seeing. Ideally you'll test these steps to make sure they work from scratch.

1. Start a colony with wake-up and go-juice to administer.
2. Have a colonist take each drug
3. Observe in the health tab that there is a drug high but no tolerance to the drugs.
