lag and shutter screen problems

i been having some lag and shutter screen problems. its odd that when I move the cursor around my FPS goes up to 60 and then when I stop moving the cursor the FPS then drops to 30. anyone have a clue what's causing this. I have a really good rig. I can run Skyrim, state of decay with high settings. so this is odd even for this game.

any suggestions ?

Compared to Skyrim or State of Decay, Rimworld don't need a good videocard.
Rimworld is basicly a big database with videooutput.
So the FPS don't based on the video it is based on CPU single core speed.

Mosttimes the issue are mods that give out error and slow down the game.
Be sure you have no error's after Rimworld startup before you started a colony, better don't use mods that give your errors.
