help with world map no ui + grammar error on main quest

ok I have been trying to get my mod list to work for over a week now and I still get these two problems I don't know how to solve. This happens a few hrs after starting a new game. When I start a new save the world map works just fine but after a while I get the no UI bug. I also always get a grammar error on the quest that gives you the psych powers. It always comes in as a bugged mess. Here are screen shots. Does anyone know how to solve this problem?

a little more info. It seems to only start after reloading the save. If I just leave it open from the time I start playing the map works but once I save it and reload it the map loads to that UI less map. its not frozen but I cant do anything other than pan and catrl+alt+f12

here is that output. I cut some of the hits and the repeating statement at the end to make it fit. That last error just repeats allot. Any assistance would be great as I don't know what else to try.

O and if i just accept that bugged quest the hostile and the shuttle shows up but the person doesn't

start with removing runtime gc and other mods that "optimize" or "speedup" game.
