Riwmorld lock at 30 fps after upgrading gpu

My game randomly decide to locked itself at 30 fps after upgrading my gpu (From a gt 440 to a Rx570), the game was running at 60 fps smoothly with the gt 440.

I already unlock the gpu fps cap but it didnt work and i cant find a way to unlock the fps in the game without installing a mod.
