Eltex staff gives psycast range

Idk how much, but it could be +5 or +10 extra range for psycasts. Quality could affect it too, for example, if it gives +10 in everything below excellent, in masterwork it could give 11 and legendary 12.

This would help it differentiate from persona weapons with the hypersensitive trait. Altho id also suggest to add a trait for persona weapons that increases the psycast range.
