[1.2.2900] - Map Encounter: Mech Cluster w/ Smoke Spewer not spawning

The Mech cluster spawned in the map encounter however the smoke spewer didn't spawn. I destroyed the mech cluster and reformed the caravan but the encounter didn't clear. I then reentered the encounter (24hrs later) and the mech cluster returned but the smoke spewer still didn't exist. I cannot clear the encounter.
