Issue with game manifest

Bit of a strange error. Whenever I have the rimworld app manifest in steamapps, steam will freeze up and crash. I.e if open steam, try to start a game, or anything involving steam at all, it starts up, freezes then crashes. If the rimworld app manifest isn't downloaded/in steam apps this problem doesn't happen. Any help?

Rimworld itself doesn't even have to be downloaded for this issue to occur, just the manifest.
