Cooler blueprint / placement invisible on limestone wall [V 1.3 - Beta]

When reporting a bug, please include:

1. What the circumstances were.

Attempted to place cooler on limestone wall.

2. What happened.

Cooler was placed, but no blueprint showed up / looked invisible.

3. What you expected to happen.

For the cooler placement to have a blueprint / outline / any kind of indicator

4. Steps we can follow to make the bug appear on our machine. This part is important! We need a set of steps which we can follow to get the same results you're seeing. Ideally you'll test these steps to make sure they work from scratch.

Affects mods that try to display graphics above walls using SectionLayers. Graphics are visible above compacted steel, but not above any kind of wall.

Seem to affect any kinds of wall (wooden, steel, etc), not just limestone. 

This apply to vent and power conduit as well.

Power conduit blueprints inside walls and smoothed stone are invisible.

It looks like a problem with the rendering order. Raw resources are rendered over blueprints as well.

Can confirm that power conduit blueprints are invisible under walls/doors.

I am Running 1.3 Preview and have the Rimworld Royalty DLC. No Mods. When placing a cooler in-game there is no blueprint image. The blueprint image just disappears but the cooler is still built.
