[1.3.3071 (64-bit)] Prisoners will not particpate in "blinding" ceremony.

As title suggests, prisoners when they are the target of the blinding ceremony, will not participate. Instead they will just stay in their prison. Unable to task pawns to drag them out or anything. Says they're attending the ceremony, they are not nor will not.
