1.3 Relic quest 1 (hack installation) bugs, when no Royalty is installed

I have installed ideologies only. Started a new game, got the first part of the "retrieve relic" quest - The text (which itself shows a lot of placeholder variables) reads: "We send you a shuttle...." - unfortunately no shuttle is coming, since no Royalties is installed

I don't know that this needs additional user confirmation, but I'm having this same problem. Googling it got me to here - it didn't click with me that Royalty not being installed was the problem until I read this. I'd have thought it would autodetect that, so it didn't occur to me.

Thank you both for the bug reports.  We have since this point made sure that there is a check in place to make sure that this mission is not called if you don't have Royalty installed.
