[1.3.3087] Colonists with Cannibal ideoligion avoid human leather gear

1. Colonists belong to an ideoligion with the Cannibal meme/precept.
Colonists are assigned to wear an outfit that include pants.
Human leather pants are available and present in a stockpile.
Colonists do not have the cannibal/psychopath traits.

2.  No one's picking up the pants to wear, though they will pick up non human leather pants and wear them. 
If you make them force wear the human leather, they will, and receive a mood buff.
(The cannibal/psychopath traits seem to override this, so they don't have this problem)

3. They should pick up the human leather pants and wear them.

4. Assign colonists to a cannibal ideoligion, strip them naked, assign them to wear clothing, and make some human leather clothing for them to wear.
