[1.3.3076] "Beggars helped" and "beggars not helped" from same quest

1. Vanilla Rimworld with Royalty and Ideologies; new colony with the "charity:essential" precept, when fulfilling a beggar's request late enough that they don't reach the edge of the map by the time the quest expires.

2. I fulfilled a beggar's request with only an hour left before that quest expired. When the quest did expire, my colonists got the "beggars not helped" mood debuff. Then, once the beggars finally exited the map, my colonists got the "beggars helped" mood buff, as well.

3. The quest should not fail after successfully giving the beggars their requested items.

4. Start a new colony. Add a beggar incident (and materials to fulfill it) in the scenario editor, and create an ideology that includes the "charity:essential" precept. Wait for the beggars to arrive. 23 hours after (or one hour before the beggars will leave, that is) give them their requested items.

Thanks for the bug report!  I was able to get this to be reproduced in 1.3.3108.  I'll make a report for the devs.
