[1.3.3074] Foggy rain from forced weather does not end drought

* Colony experiences a Drought effecct
* Quest is offered for "Troteos's Forced Weather" which would cause foggy rain
* Accept the quest - weather immediately becomes foggy rain with "Forced Weather" effect
* Drought persists despite rain (Fertility debuffed to 10% on crops, wild plants continue to die)
