Hex Tiles and Hex Carpets are unlocked via the Transhumanism meme While hex furnishings (tables, columns, flower pots, etc.) are unlocked via the Techist style.

This may be the intended behavior, but it seems like an over sight to me, as most other ideology flooring is unlocked via styles and not specific memes.

Thanks for the bug report, this is intended.  Mindbend carpets are also limited only to High Life, for example.  Other ideo flooring includes mats and rugs, not actual floor tiles.
