V1.3.3069 Bestowing not done at throne room

I earned enough honor to get my Yeoman title but after I accept the quest bestower does no go to the throne room to perform the ceremony. Instead he picks random  place (even outside) and outcome is always with negative  effect on my colony. Am I missing something here?

Could I please get a save of this behavior occuring?  That's the best way to see what is going on.
