[1.3] Ideology - Relic hunt: Empire will send shuttle - Shuttle doesn't arrive.

I've been playing this session for a while and haven't started a relic quest line, and in that time I've moved base a dozen times before starting this quest. When choosing this https://i.imgur.com/hYdHQsu.png - the shuttle never arrives and the quest fails.

An update to the above: I let the quest fail again and some time after I received other relic quests like search buildings and hack a fallen spacecraft - https://i.imgur.com/UpaMLbv.png. Another fresh shuttle quest just dropped - https://i.imgur.com/r2voaS4.png, and this time it did land.
