[1.3.3102] Forced Weather - It still rains while -11°C

Currently I got Force Weather - Rainy Thunderstorm for 19 days. During those days temperature dropped far below freezing point, so it should be snowing. But it rains, rains and rains... it looks strange having rain and temparature getting to even to -20°C.

Please make it snow when we pass the freezing point.

Thanks for the bug report.  I will pass this on to the devs to see if it is an easy change to make.
