I'm in the USA, is buying from Ludeon considered a "foreign transaction"?

I'm in the United States and would like to buy Rimworld directly from Ludeon using my USA-bank-based Visa card. Since as I understand Ludeon is based in Montreal, if I need to contact my bank first to pre-authorize an international transaction would I need to do so?

And is there any difference in this between the "Buy with Credit Card" and "Buy with PayPal" options?

(If this makes no sense, all card purchases have a location associated with them, the example I gave in the other forum was if I were to buy an airline ticket from Montego Air in New York, NY, it would say on my card statement "MONTEGO AIR NEW YORK NY $...".)

Edit: I bought the game yesterday and answered my own question, it does say "Canada" on the transaction. I calculated that the fee my bank will charge is less than what I would have needed to go through to try to get someone else to buy the game on my behalf.
