[1.3.3117 + 2 Exps] [PersonName]'s Nomads quest pawns leave map if arrested

1. Circumstances.
I got the [PersonName]'s Nomads quest (in this case Eagle's Nomads). The quest gives me two pawns who will join my colonists for 15 days.

2. What happened
One of these pawns started a social fight with the other pawn. I arrested the offender, then released them. Since the offender is not technically part of my colonists, but part of the nomad faction, the offender left the map when released.

3. Expected
While this behavior makes sense in general for pawns of other factions, I think in this case there should be special handling so a released pawn of the nomad faction will rejoin the colonists. Otherwise there is no good way to deal with a social fight, other than to let such a fight play out.

4. Reproduction
I did not try this again, but I suspect if you trigger this quest and arrest then release one of the pawns, they will leave the map.

Thanks for the bug report. I was able to confirm this in 1.3.3166.  I do think its a bit odd that they leave the map rather than rejoining the refugees.  I'll see what the devs think and write up a report!
