[1.3.3200] Conversion skill and conversion ritual have inconsistent interaction

The conversion skill on the pawn and the ritual have weird interactions.

- If you use the conversion skill on the pawn, it triggers it 3day hard cooldown on the skill and the ritual.
- If you use the conversion ritual, it triggers no cooldown on the pawn's conversion skill and triggers a 20days recent ritual reduction on the conversion ritual.

(The special conversion ritual skill from the Proselytizer meme works the same as the conversion skill for this, with the addition that they trigger their specific cooldown for each other. They are replaceable for this report.)

I would either expect the conversion skill to not trigger a cooldown on the ritual or the ritual to trigger some cooldown on the skill. The ways it currently is implemented, you can do the ritual first, then the pawn skill. The other way around is not possible, because of the triggered hard cd.


In addition to this, the dev mode cooldown reset on the pawn's conversion skill does not remove the 3 day hard cd on the ritual.

Both DLCs active, no mods used.

I believe this is intended design, however, I will have a dev give it a look over for review or clarity, thanks for the report.
