[1.3.3389] Charitable precept + venerating pilgrims (still) causes debuff

As was reported already in January this year (in this topic) visiting pilgrims that are not restricted or harmed in any way venerating your relic cause a "Pilgrims not helped" debuff. Additionally you can see the quest actually succeeded (as denoted by the green bar) in the quest log. I'm running vanilla with only the ideology DLC and started the game on the same version I'm currently at, so this should rule out a mod or cross-version issue. Unfortunately I couldn't attach my savegame, it's over 10 Mb and a .zip caused an error.
