Praetor and Count titles loses action icons

Ideology : no

Not sure what causes this but sometimes a pawn with Praetor or Count title has no action icons when selected.  This pawn also cannot be drafted.

Going into the save and changing the <ideo> of said pawn to the same ideo as another working pawn, fixes this.

Cannot attach example save as it's too big.
