[1.4.3528] All DLCs. Quest has no incoming Yttakin raiders listed

Got 2-star quest to get attacked by... nobody. 3 times.
I have a theory that maybe it's because my wealth is still low, at ca 17k?

8 days have passed, long after the arrival of the zero raiders. no-one came, the quest seems bugged, it never resolves.

I'm having almost the same problem with the same group of raiders. The first group will attack, but then on other group will show up. I accepted the quest 7.3 days ago. The first group of Yttakins show up with in 1.1 days after the quest was accepted.
