[1.4.3527 All DLCs] Reform Ideology buildings/idols not recognised.

As per the topic:

Following reformation of my fluid ideology the religious buildings (a small alter and a small sculpture) are no longer recognised leading to mood debuffs and an annoying flickering message on the right hand side of the screen.

This is not due to the temple failing to meet the criteria, nor have I changed or removed the buildings from my ideology.

Re-creating the existing buildings doesn't make any difference, I've even tried a reformation where I change literally nothing however the issue crops up again immediately following reformation. 

The only resolution I've found is by deleting the previous incarnations during reformation and creating new sculptures/altars however I'm not sure if this should be necessary.
