Ideology DLC cannot be enabled

Even with no mods other than core itself enabled the Ideology DLC will disable itself upon a mod reload. I've bought the DLC this morning and haven't found a solution yet. This does not happen for the other DLC Biotech and has persisted to older versions before 1.4.

Incase you're wondering I've tried the following:
1. Reinstalling the game
2. Verifying the game files
3. Running the game with only core and Ideology
4. Finding a similar or same case to mine
5. Transfering the game to an external drive to be ran
6. Restarting my PC
7. Uninstalling and reinstalling the DLC
8. Unsubscribing to every other mod then running
9. Downgrading to older versions(It didn't work)

Help if you can thanks in advanced.

Edit: I left simulate not owning ideology on.
