[MOD REQUEST] Add bill on birth, Add bill on tame, Add bill on capture

Looking for a mod that will allow for some automatization, mainly for prisioners and animals. Just a simple way of either adding a bill on tame or capture for a drug/operation, or a way to bulk assign operations bills.

Does something like that exist?
