[Question about mod]How to allow a hidden faction to provide royalpermit

Hi everyone,

I'm having trouble with my mod, which is based on an orbital strike from HD2. I've created a hidden faction and added some royal permits, but I discovered that hidden factions can't actually offer royal permits. Does anyone have any ideas on how to solve this issue?
