Not enough Silver ?

I've got a good amount of silver, however I can't trade with anyone and to open a friendly dialogue with another colony requires 300 silver. I've got more than that, but the game isn't registering this.

Probably because your silver isn't near a trade beacon.

  Is there a way to haul to a specific place? Unzone everything except my trade beacon AO?

How about uncheck Silver everywhere but near the beacon?

or make your trade beacon zone critical and the others lower priority if they arent already.
