Resizable Dumping Areas

Since a lot of people utilize dumping areas as a "free barrier" of sorts, it makes sense to allow arbitrarily-sized dumping areas.

I like this idea!  Make a long rectangle, one square wide, and tell colonists to haul rocks for a few days.  Ta-da!  Cheap barricade!  Why needs sandbags when you can custom place boulders?
