Tundra needs wild cotton.
Like agave in the desert and the shrubland; so you can craft your parka quickly.

Strictly speaking, you would be insane to wear a cotton parka in the tundra. You want furs. They are the only thing that can keep you warm (e.g. seal skin mukluks) That is what the Inuit use.

and i think that i amount of furs/leathers should be different form the amount of cotton needed to make a parka.
