Edit: Any Impassable object (such as hydroponics basins) are labeled as outside. This appears to purely be a display bug.

the issue is more to do with the mouseover temp display, as I am currently in a game in a borial forrest underground in winter ,the room is 21c the mouseover shows -30c BUT the plants are GROWING and harvesting in the hydros

Confirmed. It is just a display bug. My bad

Can confirm this, put a sweet sculpture with amazing stats in my prisoner room and the temp dropped like crazy in that room (was during winter). I didn't have any prisoners so I can't confirm that it's only a bug with the displayed temp, but I'll try to put the sculpture in someones room to see if the outside temp affects them during their sleep.
