Prisoner feeding prioritized over colonists

While trying to weather a poorly planned winter, my colonists decided to feed all our store piles and recently hunted game to prisoners, over themselves. My doctor died of starvation while feeding a prisoner who had well above half on their food bar. My other colonists were also going mad from starvation. I assume this is a bug rather than some obscure game mechanic at play?

I also noticed this bug. My work around for it was once they were about to have a mental break I would manually deselect doctoring and wardening so they don't kill themselves. It is very annoying.
