I think a "ding" with an icon above the pawn, plus a white message up top, or a blue envelope on the side would be a "cheap" improvement to let us know that the pawn is getting better at a task.

Definitely agree, pawn leveling seems to just be something that happens in the background and you don't really notice improving. Stats are only really important when you get a new colonist and early game.

It'd have to be something quite subtle, but I'd have to agree this is something the game needs.
