Yes it's possible, but not that much encouraged as there is a buy option Backstory in Game.

I didn't say that you need to buy it, I just told you that it isn't encouraged to add own backgrounds because Tynan makes some money with that.
That is just an Information for you.

If you really wanna do it for your mod, to let's say make some star trek backgrounds, no one stops you to do that.
