Title - No Tutorials or other pop up messages

Summary - I do not get any Tutorials or pop up messages when playing. I assume I should get such as when I watch LPs of other players they get messages and infos throughout the game

Steps to Reproduce - Start a new Colony

Expected Results - Get Tutorial Messages i.a. get info that you can capture someone when incapacitated

Actual Results - No Tutorial Messages or Pop ups

I think the tutorials toggle in the options is bugged/inverted. I was getting tutorial popups even though I had turned the option off, but when I turned it on I stopped getting them.
