How/where do I install mods?

There's a post in the Releases sub-forum which explains how to install mods it isn't in the primary mods forum for some reason.

Is there a mod so when I am randomising to try to get good colonists at the start I can randomise for specific people who are good at specific tings, farmer,settler,miner and so on?
